I am commanded by the Army Council to acknowledge receipt of your letter No. 34930/1904 of 14th ult., transmitting copies of Remarks No. 373R, the Hong Kong Defence Scheme revised to September, 1904.

In reply, I am to acquaint you, for the information of the Secretary of State for the Colonies, that the Council concur in the Remarks.
I am to add that the copies of the Remarks enclosed in your letter under reply for transmission to the General Officer Commanding the Troops in South China will be forwarded to that Officer in due course.
The Army Council will send copies of these Remarks to the four Colonies...
